Indonesia’s foreign investment by sector in Q3 2026 was led by basic metals and metal products: Rp111.6 trillion of Rp270.2 trillion in reported PMA, based on our aggregation of BKPM data.

Key Takeaways

  • BKPM’s Q3 2026 dataset records about Rp270.2 trillion in realized foreign investment, compared with Rp257.7 trillion in Q2.
  • Basic metals and metal products accounted for about Rp111.6 trillion, or 41.3% of Q3 foreign investment in the dataset.
  • The published dataset gives aggregated investment values, not a count of unique projects or a breakdown of small and medium enterprises.
  • Sector flows can help select places and customers to investigate. They do not establish demand, margins, or foreign ownership eligibility.

What BKPM’s Sector Data Measures

BKPM’s October 20, 2026 dataset aggregates investment reported through the Online Single Submission system for Q3, from July through September. Its source is investment activity reports, known as LKPM, submitted by medium and large businesses.

The file separates foreign investment, or PMA, from domestic investment, or PMDN. It identifies 23 investment sectors, the reported investor country, and project location. Investment values appear in millions of rupiah.

For this article, we filtered the downloaded CSV to PMA records and summed its rupiah value by sector. We converted millions of rupiah to trillions and rounded the results to one decimal place.

These are realized additions reported for a period. BKPM’s first-half release also reports national investment totals that combine PMA and PMDN. Keep those totals separate when reading sector rankings.

Which Sectors Received the Most Foreign Investment in Q3 2026?

Basic metals and metal products led the Q3 PMA ranking by a wide margin. The table compares the five highest Q3 sectors with their Q2 values using the same BKPM dataset series.

The industrial category covers reported investment in that BKPM sector. It does not identify individual facilities, project returns, or procurement available to a new supplier.

How Did Sector Flows Change From Q2?

Reported PMA rose from about Rp257.7 trillion in Q2 to Rp270.2 trillion in Q3. The change was uneven across sectors.

Basic metals and metal products rose by about Rp37.7 trillion, while other services rose by about Rp23.5 trillion. Mining fell from about Rp17.0 trillion to Rp5.9 trillion, based on the same BKPM files.

Those movements describe quarterly investment realization. A large facility can shift a sector’s total when it reports another stage of spending. Three months do not establish a durable trend or forecast next quarter’s orders.

Our Indonesia business opportunities guide sets out a broader market selection framework. Use sector flows as one input, then test customers, competitors, and delivery costs.

Why Investment Value and Project Counts Need Separate Reading

A high investment value can come from a few capital-intensive projects. A high project count may indicate wider activity, but you need a matched value and count to assess spending per project.

BKPM’s downloadable Q3 file groups records by fields including sector, investor country, activity classification, and location. It provides no unique project identifier or project-count field. Counting its CSV rows would misstate the number of projects.

The dataset also describes LKPM submissions by medium and large businesses. It cannot tell a founder which sectors contain the most small enterprises or which firms would buy from a new entrant.

To assess project scale, obtain a count for the same period, sector, and PMA population as the value. Inspect the size distribution too. An average can hide exceptionally large investments.

Notes From InvestinAsia Consultants

When a sector attracts capital, identify specific buyers. Ask who approves suppliers, where procurement decisions happen, and whether your product meets facility standards. A sector total cannot answer those questions.

What Investor Country Data Can Tell You

BKPM’s Q3 PMA file lists Hong Kong at about Rp85.9 trillion and Singapore at about Rp85.0 trillion by reported investor country. The United States follows at about Rp27.3 trillion.

These are country fields in reported investment records. The file does not identify the ultimate controlling owner behind every investing entity. Do not treat an investor-country ranking as a complete map of beneficial ownership.

Sector totals group PMA by industry; country totals group the same quarter’s PMA by reported investor country. Neither ranking identifies future customers.

How Can a Smaller Entrant Use the Data?

A smaller entrant should turn sector rankings into testable customer hypotheses. Start with the product or service you can deliver, then identify buyers within a reachable location and check the applicable business activity.

Industrial Inputs and Technical Services

Large metals investment may justify investigating maintenance, testing, software, or components. Ask named facilities about purchasing specifications, vendor approval, and contract timing before forecasting sales.

Services Around Existing Operations

Other services recorded Rp44.1 trillion in Q3 PMA, but the category is broad. Narrow your research to an exact service, buyer type, and location instead of treating the category total as addressable demand.

Products for Consumer Markets

Food manufacturing recorded Rp12.3 trillion in Q3 PMA. An imported consumer brand still needs evidence of retail access, buyer acceptance, and delivered margin; manufacturing investment cannot establish those conditions.

Check the Business Activity Before Registering

Strong PMA flows do not establish ownership eligibility. Presidential Regulation No. 10 of 2021, as amended by No. 49 of 2021, sets conditions for specified business activities.

Map your actual sales, production, and service functions to the relevant KBLI classifications. Our KBLI guide for foreign investors explains why a broad sector label cannot replace the specific activity description.

Minister of Investment and Downstreaming Regulation No. 5 of 2025 sets procedures for risk-based business licensing through OSS. Review the applicable licensing pathway for each proposed activity and location before fixing an opening date.

A foreign-owned operating company is generally structured as a PT PMA company in Indonesia. Its legal structure and permitted activities require their own assessment; the investment rankings do not settle either question.

Turn Sector Evidence Into a Registration Decision

Before committing to an entity, record the sector signal, proposed customer, revenue activity, location, and approvals still to confirm. Separate evidence of investment flows from evidence that your own offer can sell.

Once those activities are defined, InvestinAsia PT PMA Registration provides a route to review the proposed company scope and registration steps. For Indonesia, we coordinate delivery with vOffice and IZIN.co.id.
