What Is PB-UMKU in Indonesia? Supporting Licences for Specific Business Activities

PB-UMKU means Perizinan Berusaha Untuk Menunjang Kegiatan Usaha: supporting business approvals in Indonesia. Government Regulation No. 28 of 2025 defines their role alongside main business licensing.

Is an NIB Enough to Start Selling?

The answer depends on your activity and the approvals it requires. Article 186 of Minister of Investment and Downstreaming/Head of BKPM Regulation No. 5 of 2025 distinguishes the main licensing instruments by risk.

The same provision requires PB-UMKU where supporting legality is necessary for operational or commercial activities. Your main licensing documents therefore need a separate check against the work and products you intend to offer.

When Your Business Needs PB-UMKU

PB-UMKU applies when the relevant rules require supporting approval for your activity or product. In its 10 June 2026 explanation, Bantul’s investment and licensing office confirms that not every business needs PB-UMKU.

Article 135 of Government Regulation No. 28 of 2025 identifies four purposes: product circulation, operational suitability, product or service standardisation, and other support for business activities.

Describe the proposed operation before searching for permits. Selling a product, operating a facility, and providing a regulated service raise different questions. A broad description such as “trading” leaves too much unresolved.

For each candidate approval, ask which activity triggers it, which party must hold it, and what it covers. Record the responsible authority’s answer alongside the applicable requirements.

How KBLI Affects the Supporting Approval Check

Your selected KBLI connects the registered activity with the PB-UMKU application. Article 221 of BKPM Regulation No. 5 of 2025 requires applicants to select the business activity’s KBLI through OSS.

The public OSS PB-UMKU directory lets you search by approval name and sector. Individual entries also display related KBLI information. Use those entries to identify candidates, then examine their requirements.

A directory entry marked “Available” describes an available licensing service. Check your own application and issued approval before treating the business as authorised.

Examples of Supporting Approvals to Investigate

Official OSS and sector guidance show how PB-UMKU can address different operational needs. The examples below illustrate the category; they do not establish a permit list for your company.

Processed Food Approval

OSS lists Sertifikat Pemenuhan Komitmen Pangan Olahan, a processed food commitment certificate, as PB-UMKU. Its entry includes related KBLI information.

For a food proposal, identify the exact product and your role before choosing an approval. Check the relevant food authority’s requirements rather than assuming this certificate fits every product.

Warehouse Registration

OSS publishes a PB-UMKU guide for Tanda Daftar Gudang, or TDG. That provides an official starting point for investigating warehouse registration.

For a proposed warehouse, record the premises and operating arrangement. Check whether the TDG requirements apply to that facility and which party should hold the document.

Food Distribution Standards

BPOM’s Directorate of Processed Food Distribution Supervision describes applications for Sertifikat Pemenuhan Standar SMKPO through the OSS PB-UMKU menu. Its guidance connects the application with the relevant KBLI.

This example concerns standards at a food distribution facility. Identify the facility and activity covered by the certificate when comparing it with a product registration requirement.

Check Application Timing and the Actual Result

Check the timing rule for the particular PB-UMKU before setting a launch date. Article 224 of BKPM Regulation No. 5 of 2025 permits certain applications before operations where supporting infrastructure is needed.

For the general route, Articles 135 and 136 of Government Regulation No. 28 of 2025 provide for OSS submission, authority processing, and issuance through OSS following approval.

The authority can also request additional requirements or reject the application with an explanation. Retain the issued document and review its conditions instead of treating a submission receipt as the approval.

Government Regulation No. 28 of 2025 took effect on 5 June 2025 and revoked Government Regulation No. 5 of 2021.

For existing permits or unfinished applications, check the transitional provisions before deciding whether any update is necessary.

Use a Checklist Before Commercial Operations

Prepare a record showing why each supporting approval applies and what evidence you hold. The following checklist helps organise that review without assuming the same documents apply to every sector.

1. Describe what the Indonesian business will sell, produce, store, or operate.
2. Confirm the relevant KBLI and the main business licensing documents.
3. Identify candidate PB-UMKU in OSS and check the sector authority’s requirements.
4. Confirm the applicant, product or facility scope, and required application timing.
5. Record the documents, fees, and processing conditions for that specific approval.
6. Check the issued approval, conditions, validity, and any outstanding requirements before the relevant activity begins.

For validity and renewal, read the particular approval and its governing requirements. A fee or deadline for one permit should not become your budget or timetable for another.

Keep import and export permissions in a separate review. Article 135 excludes the specified trade permissions and restrictions from PB-UMKU and directs their licensing through Indonesia National Single Window.
