Indonesia market research should test whether identifiable customers will buy your offer, through which channel, at a workable price. A foreign company can begin that research before incorporating, then decide whether it needs a visit, a representative office, or an operating company.
Key Takeaways
- Start with a specific customer, product, location, price, and route to market. National market figures cannot establish demand for your particular offer.
- Compare public data with customer interviews and distributor feedback. Record contradictory findings as carefully as encouraging ones.
- Indonesia has separate visit visa categories for business meetings and pre-investment activities. Match the proposed trip to the current Immigration classification.
- A general representative office, or KPPA, can support ongoing research and liaison for a foreign parent, but it cannot earn income from Indonesian sources.
Define the Decision Before Collecting Data
Useful research begins with a decision management needs to make. “Is Indonesia attractive?” is too broad. “Can we sell this product to independent retailers in Greater Jakarta at this delivered price?” gives the research a testable scope.
Write down the proposed buyer, use case, price range, geographic area, sales channel, and evidence that would change your decision. Keep these assumptions separate from facts you have already verified.
Our Indonesia market entry strategy guide compares the structures and routes available after this initial assessment. This article focuses on the evidence needed to choose a route.
Use Public Data to Narrow the Opportunity
Desk research can identify promising segments and questions for fieldwork. It cannot tell you whether a particular customer will accept your price, switch suppliers, or meet your minimum order size.
Consumer Spending and Geography
Statistics Indonesia’s March 2026 household consumption publication provides national and provincial expenditure tables. Compare the relevant category across provinces, then check whether its definitions fit your product and target buyer.
For a business-to-business offer, household spending may be only background context. Identify the industry, purchasing organization, and procurement process that actually determine demand.
Trade and Channel Signals
Statistics Indonesia’s export and import data can help an importer investigate product flows by HS code, origin, and period. An import figure does not reveal who buys the product, the achievable margin, or whether your specific goods satisfy local requirements.
Bank Indonesia’s economic reports provide wider context for planning assumptions. Use macroeconomic conditions to test scenarios, then validate the channel economics with people who would buy, distribute, or handle the offer.
Interview the People Behind the Forecast
Indonesia consumer research is most useful when respondents resemble the customers you intend to reach. Interview buyers from the proposed segment and location rather than treating convenient contacts as a national sample.
Ask about their latest relevant purchase, the supplier they used, the price paid, and what caused them to choose it. A question about a real decision gives you more to test than a general question about whether they like your product.
Speak separately with potential distributors, retailers, procurement teams, or implementation partners. Ask what they would need to stock, recommend, install, or support the offer. Record their stated conditions without treating expressions of interest as purchase commitments.
Keep a research log with the respondent type, location, date, question, answer, and any evidence supplied. Note who declined and why. If interviews point in different directions, segment the findings before averaging them.
Notes From InvestinAsia Consultants
Put the proposed selling price in the same research record as delivery costs, channel margin, and the buyer’s current alternative. An encouraging interview cannot support a launch decision if the offer becomes uneconomic by the time it reaches that buyer.
Test Distribution and Addressable Demand Together
A large population or product category is a starting point, not a sales forecast. Build an addressable-demand estimate from customers you can realistically reach through a channel you can operate.
Map the route from supplier to buyer. Identify importers, wholesalers, marketplaces, retailers, direct sales teams, or procurement intermediaries as applicable. For each route, investigate onboarding requirements, margins, payment terms, returns, and after-sales responsibilities.
Review competing offers by price, pack size, availability, service level, and reason for purchase. Then ask buyers what would make them change suppliers. The answer may concern reliability or support rather than a lower headline price.
Present demand as scenarios with stated assumptions. For example, show how the forecast changes if fewer outlets accept the product, repeat orders take longer, or distribution costs rise. Label these as scenarios, not measured market shares.
Check Regulatory Feasibility Before a Pilot
A market can show demand while the proposed activity remains difficult to license or operate. Describe exactly what the company intends to sell, import, distribute, or provide before selecting an Indonesian business classification.
Our KBLI guide for foreign investors explains how Indonesia classifies activities. A matching KBLI description does not, by itself, settle foreign ownership eligibility or every sector approval.
List the product, proposed importer or seller, operating premises, and approval holder. Check the applicable business licensing, product, trade, and location requirements against that arrangement. Government Regulation No. 28 of 2025 provides the current risk-based business licensing framework.
Keep this feasibility check beside the demand forecast. Management should see both the commercial opportunity and the unresolved conditions for pursuing it.
Choose the Right Basis for an Indonesia Research Visit
Remote interviews and desk research can begin before a foreign company incorporates in Indonesia. If staff travel for meetings or site surveys, their permitted activities depend on their entry basis and the purpose of the visit.
The Directorate General of Immigration lists C2 and D2 for business visits, including meetings and business discussions. It lists C12 and D12 for pre-investment visits, including field surveys and feasibility studies. The appropriate category depends on the actual itinerary and applicant circumstances.
A visit classification should not be treated as permission to take up local employment or conduct activities outside its stated scope. Confirm the current category, eligibility, documents, and permitted activities with Immigration before booking the trip.
If your team needs application support for a qualifying visit, review InvestinAsia Indonesia Business Visa and ask us to confirm the current visa index for the planned activities. Use Immigration’s current classification when assessing an application.
Consider a Representative Office for Ongoing Local Research
A one-off visit may be enough to test an early hypothesis. If an established foreign company needs a continuing Indonesian presence for liaison and pre-investment preparation, a general representative office may fit the next stage.
Article 270 of Minister of Investment and Downstreaming/Head of BKPM Regulation No. 5 of 2025 requires a KPPA to hold an NIB. It permits representative functions such as liaison, coordination, and preparation for a foreign investment business.
The same article prohibits a KPPA from earning income from Indonesian sources and from the specified commercial sale and purchase transactions. It also requires its office to be in an office building in a provincial capital.
A KPPA can therefore support research and partner coordination, but it is not the vehicle for invoicing Indonesian customers. Our guide to representative offices in Indonesia</a explains the office categories and their different scopes.
For companies ready to assess a registered local presence, InvestinAsia Representative Office Setup sets out the KPPA service. If the plan is to operate commercially, review the proposed activity and licensing path for a PT PMA instead.
Notes From InvestinAsia Consultants
Write down what the proposed Indonesian team would do each week. Meetings and research point to a different structure from taking orders, delivering paid work, and collecting local revenue. That activity list makes the visit, KPPA, and operating-company discussion more precise.
Give Leadership an Evidence Pack, Not a Market-Size Slide
A pre-entry recommendation should show which findings are measured, which are interview reports, and which remain assumptions. Keep the underlying records available so management can challenge the conclusion.
| Decision Area | Evidence to Present | Unresolved Question |
|---|---|---|
| Customer demand | Relevant public data, interview notes, and observed purchasing behavior | Will buyers purchase this offer at the proposed price? |
| Competition | Comparable offers, availability, prices, and buyer switching reasons | What advantage can be sustained? |
| Distribution | Partner interviews, margin requests, payment terms, and service obligations | Can the offer reach buyers at a workable cost? |
| Regulatory fit | Proposed activity, KBLI review, approval questions, and responsible parties | Which requirements must be resolved before a pilot or launch? |
| Entry route | Travel itinerary, local team duties, and planned commercial activities | Is a visit sufficient, or is a registered local structure needed? |
End with a decision: proceed to a bounded pilot, research a specific gap, change the offer, or pause entry. State what evidence would trigger the next decision. That makes further spending conditional on what the research actually establishes.
Plan the First Research Trip Around Its Purpose
If the next step is meeting prospective buyers or partners in Indonesia, prepare an itinerary that describes each activity accurately. We can review the trip’s application needs through InvestinAsia Indonesia Business Visa support, subject to the current Immigration rules.
