BKPM stands for Badan Koordinasi Penanaman Modal, or Investment Coordinating Board. It coordinates investment policy and services in Indonesia. Business licensing runs through OSS, while company incorporation, tax registration, and sector approvals involve other authorities.
Key Takeaways
- BKPM is the Investment Coordinating Board; the current public-facing institution uses the name Ministry of Investment and Downstreaming/BKPM.
- Presidential Regulations No. 184 and No. 185 of 2024 establish the ministry and BKPM respectively. Both remain listed as in force.
- OSS is the integrated licensing system. An NIB does not replace every certificate, license, or sector approval required for an activity.
- AHU handles limited-liability-company legal-entity processes, while the Directorate General of Taxes administers taxpayer identification.
What Does BKPM Mean In English?

BKPM is short for Badan Koordinasi Penanaman Modal. Its English name is Investment Coordinating Board. The word coordination matters: the agency connects investment policy and services across the government.
Presidential Regulation No. 185 of 2024 describes BKPM as a non-ministerial government agency responsible for coordinating investment policy implementation and services. The regulation took effect on 5 November 2024 and remains listed as in force.
The same official register lists Presidential Regulation No. 184 of 2024 as the basis for the Ministry of Investment and Downstreaming. The ministry covers government affairs in investment and the downstreaming subfield.
Government pages now identify the combined administration as the Ministry of Investment and Downstreaming/BKPM. This public name does not mean the two presidential regulations are interchangeable.
What Does BKPM Do For Investors?
BKPM’s official public-information office lists investment planning, policy coordination, promotion, licensing services, and assistance with implementation barriers among the ministry and agency’s functions.
For a foreign entrant, those functions touch several stages. BKPM’s planning and investment information can inform market selection. Its licensing role becomes relevant when the proposed business activity enters the OSS process.
After establishment, investment supervision and reporting may also matter. The exact duties depend on the operator and project, so confirm them against the current rules and the company’s OSS records.
Our Indonesia market entry strategy guide helps decide whether the intended work calls for a local operating company before registration begins.
How Are BKPM And OSS Connected?
BKPM is an institution; OSS, or Online Single Submission, is the electronic licensing system. The official OSS portal describes a risk-based process that classifies activities and determines the licensing instruments they require.
Government Regulation No. 28 of 2025 governs that process. It took effect on 5 June 2025 and revoked Government Regulation No. 5 of 2021. The 2025 BKPM ministerial regulation provides detailed OSS procedures.
Through OSS, a business operator can obtain a Nomor Induk Berusaha, or NIB business identification number. The NIB identifies the operator; it does not settle every permission needed to start work.
The activity’s risk level and applicable sector rules determine whether a Standard Certificate, its verification, a business license, or a supporting approval is also needed. Our guide to Indonesia’s business license types explains those distinctions.
Notes From InvestinAsia Consultants
Check the exact activity and project location before asking whether a company is ready to operate. A downloaded NIB and a completed licensing path are different pieces of evidence.
Does BKPM Approve Every Investment?

No single BKPM approval settles every proposed investment. The required route depends on the business activity, legal entity, location, and other applicable conditions under Indonesia’s licensing framework.
Start by describing what the company will sell and do, then identify its KBLI business classification. Check foreign ownership conditions separately from the OSS licenses and any permissions for the premises or product.
OSS filings can involve sector ministries, other agencies, or regional authorities. Government Regulation No. 28 of 2025 covers their use of the integrated system. The relevant decision remains specific to the activity.
Ask for the actual issued documents and verification status. A submitted application, NIB, and permission to begin commercial operations are not always the same milestone.
Which Business Setup Tasks Belong To Other Agencies?
Company formation and licensing involve different records. Assign each task to the authority responsible for it, then check that the company name and business scope match across the documents.
Company Legal-Entity Registration
Indonesia’s Directorate General of General Legal Administration, or AHU, describes the notarial process for establishing a limited liability company through its legal-entity system. This is separate from the OSS licensing result.
For a foreign-owned company, our PT PMA guide explains the company structure before founders select activities and submit licensing information.
Taxpayer Identification
The Directorate General of Taxes describes the NPWP as a taxpayer identifier used in tax administration. Tax registration and continuing tax obligations need their own review.
An investment or business license should not be treated as proof that every tax registration or filing obligation has been met.
Sector And Location Requirements
Additional approvals depend on the product, activity, and site. Government Regulation No. 28 of 2025 includes basic requirements, business licenses, and supporting business licenses within its scope.
Ask the qualified adviser or relevant authority which documents apply to the proposed operation. Keep a separate status for each approval rather than treating the OSS account as a blanket authorization.
What Should A Foreign Founder Prepare Before Using OSS?
Prepare a short activity and responsibility map before entering application data. The map helps align the proposed company with its contracts, premises, and licensing pathway.
- List the products and services the Indonesian business will provide, including installation or after-sales work.
- Identify the contracting entity, shareholders, operating locations, and any importer or employer role.
- Review the matching KBLI descriptions, foreign ownership conditions, and applicable licensing requirements.
- Check that the corporate documents and OSS application describe the same activity and entity.
- Track the NIB, certificates, verification, licenses, and other approvals as separate completion points.
This sequence is a preparation checklist, not a promise that one submission will complete every approval. The official OSS procedure and any sector requirements control the actual filing.
Use The Activity Map To Plan PT PMA Registration
Once the activities and responsible entity are clear, a foreign investor can assess whether a PT PMA fits the plan. The registration scope should reflect the business the company will actually conduct.
Our InvestinAsia PT PMA Registration page sets out the company setup service and its steps. Compare that scope with any separate sector, location, or post-registration work you need.
