To determine whether your foreign-owned company needs Malaysia SST registration, check what it sells before checking turnover. A manufacturer may need Sales Tax registration, while a provider of taxable services may need Service Tax registration. The Royal Malaysian Customs Department applies different thresholds to different activities.
Key Takeaways
- A manufacturer generally must register for Sales Tax when sales of taxable goods it manufactures exceed RM500,000 over 12 months.
- Service Tax thresholds depend on the prescribed service. Customs lists RM500,000 for professional consultancy and RM1.5 million for food and beverage services.
- Customs uses historical and forward-looking 12-month calculations to assess registration liability.
- Registered businesses generally file an SST-02 return for each taxable period, including periods with no tax payable.
Which SST Registration Applies to Your Company?
Malaysia’s Sales Tax and Service Tax have separate registration tests under the Sales Tax Act 2018 and Service Tax Act 2018. A foreign shareholder does not, by itself, determine which test applies.
| Business Activity | Initial SST Question | Record to Check |
|---|---|---|
| Manufacturing goods in Malaysia | Does the company manufacture taxable goods, and do its qualifying sales or subcontract manufacturing fees exceed the Sales Tax threshold? | Product classification, production records and 12-month taxable sales or work value. |
| Reselling goods without manufacturing them | Does another Sales Tax obligation apply to the transaction, such as tax on imported goods? Resale alone does not make the company a registered manufacturer. | Purchase records, customs documents and evidence of whether the company performs manufacturing. |
| Providing services in Malaysia | Is the service prescribed as taxable, and what threshold applies to that service category? | Service agreements, invoice descriptions and 12-month taxable service value. |
| Manufacturing goods and providing services | Does each activity create its own registration obligation? | Separate sales and service ledgers, contracts and product classifications. |
Customs’ March 2026 Sales Tax registration guide explains that Sales Tax applies to taxable goods manufactured in Malaysia by a registered manufacturer and to taxable goods imported into Malaysia. The manufacturer registration test concerns manufacturing activity, not every trader that sells goods.
Company incorporation and operating licences raise separate questions. InvestinAsia’s Malaysia business licence guide covers approvals that may be needed after registration with the Companies Commission of Malaysia.
What Are the SST Registration Thresholds?
The correct threshold depends on the taxable activity. Customs’ registration guidance sets RM500,000 over 12 months for sales of taxable goods manufactured in Malaysia and for qualifying subcontract manufacturing work.
For Service Tax, the Customs registration table lists different thresholds by service type. Professional consultancy appears at RM500,000, while food and beverage services appear at RM1.5 million. Some prescribed services have no threshold.
Customs’ guidance on its expanded Service Tax scope gives construction work services a RM1.5 million threshold, subject to the stated scope and exclusions. Review the current category guidance before applying any example to your company.
Notes from InvestinAsia Consultants
Start with sample contracts and invoice descriptions, then assign each revenue stream to its Customs category. A single company turnover figure can obscure the different tests for manufactured goods and taxable services. Keep the classification decision with the supporting records so the finance team can revisit it when the business changes.
Registration also creates invoicing and filing work. If you are planning the company setup and tax workflow together, InvestinAsia’s Malaysia market entry and accounting services provide a starting point for reviewing the scope.

How Should You Calculate the 12-Month Value?
Customs describes both a historical method and a future method. The historical method adds the value for the current month and the preceding 11 months. The future method considers the current month and the following 11 months.
Use the value relevant to the taxable activity. For a manufacturer, Customs’ 2026 guide focuses on sales of taxable goods it manufactures or the value of qualifying subcontract work. For a service provider, check the value of its prescribed taxable services.
Consider a company that manufactures taxable packaging and also provides consultancy. It should maintain separate calculations for manufactured goods and consultancy services. Combining all revenue into one figure would conceal which registration test the company meets.
Review forecasts as well as completed sales. A new company may have contracts or purchase orders that make the forward calculation relevant before 12 months of trading have passed.
How Do You Apply Through MySST?
A business that meets the applicable registration test applies through Customs’ MySST system. The March 2026 Sales Tax guide specifies online Form SST-01 for manufacturer registration; Customs also directs taxable service providers to register through MySST.
- Identify the taxable goods manufactured or the prescribed services supplied. Check category exclusions before selecting a registration type.
- Calculate the relevant 12-month value and retain the sales records or forecast supporting it.
- Prepare the company’s registration details, activity descriptions and contact information for the MySST application.
- Submit the appropriate registration application and monitor the email address used for Customs’ decision.
- Record the approved effective date, tax category and first taxable period in the finance calendar.
For manufacturers, the 2026 Customs guide says the application is due by the last day of the month after the company becomes liable to register. Check the applicable timing separately if your application concerns Service Tax.
Do not treat MySST as Malaysia’s e-Invoicing system. Customs administers SST, while HASiL administers MyInvois. InvestinAsia’s Malaysia e-Invoicing guide addresses that separate obligation.
What Must the Company Do After Registration?
Registration starts an ongoing invoice and return process. Customs says registered manufacturers must issue invoices for taxable goods. Registered service providers must issue invoices containing the prescribed particulars in Bahasa Melayu or English.
Customs’ filing guidance states that SST-02 returns are generally filed for two-month taxable periods. The return is due by the last day of the month following the end of the period, even when no tax is payable.
Assign someone to reconcile the SST-02 return against issued invoices and the sales ledger. Where the business has both goods and services, keep the supporting calculations separate. Check the approved registration details before changing the tax treatment shown on invoices.
Notes from InvestinAsia Consultants
Put the first SST return date on the calendar as soon as Customs confirms registration. Save the approval notice beside the category assessment and invoice template. This lets the person preparing the return check when registration took effect and which transactions need review.
When Can SST Registration Be Cancelled?
A fall in taxable revenue does not automatically cancel registration. Customs’ Service Tax FAQ says a registered service provider may apply in writing for cancellation when taxable service sales fall below the threshold, subject to Customs’ approval.
For Sales Tax, the March 2026 Customs guide allows a registered manufacturer to request cancellation when it is no longer liable or stops manufacturing taxable goods. The guide says its invoicing and SST-02 obligations continue until cancellation is approved.
Customs also requires a final SST-02 return when registration liability ceases. Before closing the account, reconcile outstanding invoices, returns and payments, and confirm the effective cancellation date with Customs.
Your next step is to document the activity classification, threshold calculation and filing owner. That gives your adviser specific facts to review and helps your finance team maintain the correct SST records after registration.
