RDTR, or Rencana Detail Tata Ruang, is Indonesia’s detailed spatial plan for a defined area. Its zones and zoning rules help you assess whether a proposed business activity fits a specific site.

Key Takeaways

  • RDTR is a planning document with mapped zones and zoning provisions. It is not a business licence or a KKPR document.
  • Check the exact plot, proposed activity, applicable zone, and written zoning provisions before signing a lease or buying land.
  • The OSS location information page provides access to an interactive RDTR map. Consult the enacted local RDTR for a consequential property decision.
  • A missing RDTR record in OSS does not establish that a site is available for any activity. The spatial review may require further assessment.

What Does RDTR Show?

Government Regulation No. 21 of 2021 governs spatial planning in Indonesia. An RDTR details land use and includes zoning provisions. It provides a finer location check than a broad regional spatial plan.

Its mapped zones identify planned land uses. The zoning provisions address activities, building intensity, and site conditions. A map color alone cannot settle whether your operation fits.

Ministerial Regulation No. 11 of 2021 governs RDTR preparation and revision. Regulation No. 6 of 2026 amended it. For a property decision, consult the RDTR enacted for that area.

How Can You Check the Official RDTR Map?

Start at the OSS location information page and open RDTR Interaktif. Match the displayed plot to the premises in the offer, then identify its zone.

  1. Record the full address and plot boundary. A street address alone may be too imprecise for a large parcel or a site near a zone boundary.
  2. Locate the parcel in the OSS RDTR map and note the planning area, zone, and any subzone shown.
  3. Read the activity rules and site conditions attached to that zone. Compare them with what your business will actually do at the premises.
  4. Find the enacted local RDTR and its map attachment through the relevant government legal database. Check that the plan covers the same parcel and remains in force.
  5. Keep a dated record of the map view, plan title, site boundary, proposed activity, and unresolved questions for the formal licensing review.

Jakarta’s legal information network lists Governor Regulation No. 31 of 2022, its RDTR, as in force. That does not approve a particular address. You still need the plot and activity rules.

Notes from InvestinAsia Consultants

Ask for a plot plan before treating a landlord’s zoning description as proof. Mark the exact space you intend to use, especially in a mixed-use building or a parcel crossing a zoning boundary.

What Should You Read Beyond the Zone Label?

The zone name is a starting point. The question is whether the enacted rules permit the proposed activity at that plot and under which conditions. Review the following elements together.

Permitted Activities

Describe the work on site: office administration, customer visits, storage, production, or another use. Match that description to the zoning activity provisions. A registered company address and an operating facility can raise different site questions.

Site and Building Conditions

Check the relevant building intensity, height, setbacks, and other conditions where the RDTR provides them. A permitted activity may still require a building design that fits the local rules.

Map Coverage and Legal Version

Confirm that the map covers the exact plot. Check the enacted plan rather than relying on an undated screenshot. Plans can be revised, and digital records may leave boundary questions unresolved.

The business activity also needs the right classification. InvestinAsia’s KBLI guide for foreign investors explains how to describe activities before choosing a code. A zoning check cannot replace that classification review.

How Does RDTR Affect OSS and KKPR?

RDTR supplies the detailed spatial plan. KKPR concerns whether a proposed activity conforms to the applicable plan. Government Regulation No. 21 of 2021 provides the planning framework; No. 28 of 2025 governs business licensing.

The OSS guide for RDTR-based spatial requirements asks applicants for a location, mapped plot, and activity details. OSS presents spatial information within the licensing workflow. The route depends on the location and available data.

The Kotawaringin Timur investment office says OSS can check conformity automatically where an RDTR has been integrated. Without integrated data, the case may need assessment by the competent authority. Missing map data is not permission.

This article explains how to read the plan before choosing premises. InvestinAsia’s NIB and OSS licensing guide covers the separate business identification and licensing workflow.

What Should You Check Before Signing for Premises?

A lease can create costs before licensing is clear. Ask the landlord to identify the precise unit or plot and compare it with the activity you plan to register.

  • Does the offered space sit inside the mapped planning area and the zone you checked?
  • Does the activity list describe your actual use, including storage, production, or customer access where relevant?
  • Do building conditions or a planned fit-out introduce separate approval questions?
  • Can the landlord provide documents that identify the premises and its permitted use?
  • What happens under the lease if the proposed activity cannot obtain the required spatial clearance?

For a factory or warehouse, assess the operational site itself. An office address elsewhere does not resolve the spatial suitability of the facility. Record any unanswered question before paying a nonrefundable deposit or starting construction.

Notes from InvestinAsia Consultants

Put the proposed activity, address, plot boundary, and lease plan in one review file. A landlord’s statement about other tenants does not establish approval for your own activity.

Use the RDTR Check to Prepare the Next Filing

Once you have the site, activity description, and RDTR record, compare them with the information you intend to submit through OSS. Resolve unclear zoning points with the competent authority before treating the address as settled.

When the location review is documented, InvestinAsia’s Indonesia NIB registration service can support the next OSS submission. InvestinAsia is the market entry arm of vOffice Group; its service page explains the registration scope.
