The benefit depends on the product or service, the agreement in force, and its conditions. A lower import duty never applies simply because two countries have an agreement.

Key Takeaways

Indonesia participates in bilateral agreements and wider frameworks, including ATIGA and RCEP.

Goods benefit only when the relevant tariff schedule covers the product and the shipment meets the agreement’s rules of origin.

Proof may take the form of a certificate of origin, an electronic certificate or an eligible origin declaration. The accepted form varies by agreement.

Trade preferences and permission to establish or operate an Indonesian company require separate checks.

Which Trade Agreements Can an Indonesian Business Use?

The Ministry of Trade’s FTA Support Center identifies agreements implemented with ASEAN members and partners beyond the region. Its published country overview is dated June 2025, so check the current agreement page before planning a shipment.

Several frameworks may connect the same two markets. An exporter selling to Australia, for example, should examine both the ASEAN-Australia-New Zealand FTA and the Indonesia-Australia Comprehensive Economic Partnership Agreement, then compare the terms relevant to its product.

ASEAN Markets Through ATIGA

The ASEAN Trade in Goods Agreement, or ATIGA, covers trade in goods among ASEAN members. The Ministry of Trade explains that a qualifying Indonesian export may use Form D to claim a preferential tariff in another member market.

ATIGA is useful to examine for a business building an ASEAN supply or sales network. The product’s classification, origin and destination rules still determine whether a particular shipment qualifies.

Regional Supply Chains Through RCEP

The Regional Comprehensive Economic Partnership, or RCEP, connects ASEAN with Australia, China, Japan, New Zealand and South Korea. The Ministry of Trade’s RCEP materials include separate trade-in-goods commitments, rules of origin and product-specific rules.

RCEP is worth checking when production uses inputs from more than one participating economy. Its origin provisions may affect whether those inputs count toward an originating product. The answer depends on the product-specific rule and the actual production records.

Specific Partners Through Bilateral Agreements

Indonesia also has agreements with individual partners, including Australia, Japan, South Korea and the United Arab Emirates. These can address goods alongside services, investment or other areas, but their commitments differ.

For example, the Ministry of Trade’s Indonesia-Australia CEPA page identifies market opportunities for agriculture, fisheries, industry and forestry. It directs exporters to the applicable tariff information and origin requirements rather than treating every product as automatically eligible.

Notes From InvestinAsia Consultants

Compare agreements at the product and shipment level, not at the country level alone. Put the destination, HS classification, proposed agreement and origin evidence on one review sheet. This exposes missing information before a price or delivery date is promised.

Which Sectors Stand to Benefit?

The useful agreement depends on what the business sells and how it operates. A tariff preference concerns qualifying goods, while services and investment commitments answer different market-access questions.

Manufacturers and Goods Exporters

A manufacturer can compare tariff schedules for its finished product and examine the product-specific origin rule. RCEP’s agreement materials, for instance, separate tariff commitments from rules governing where a product is considered to originate.

A preferential duty can improve a buyer’s landed-cost calculation. It does not remove product standards, customs documentation or other applicable import conditions.

Importers and Distributors

An Indonesian importer can examine the preferential duty for goods sourced from a partner country. Indonesian Customs directs businesses to the Indonesia National Trade Repository or the relevant finance-ministry tariff regulation for rates under each agreement.

The importing entity and its permissions need a separate review. Our guide to the NIB and importer identification explains the business identifier, while our guide to Indonesian business licence types covers the wider licensing path.

Service Providers and Investors

Some comprehensive agreements also contain services and investment commitments. The Ministry of Trade identifies those subjects in its overview of free trade agreements, but the applicable schedules and domestic requirements determine what a business can do.

A trade agreement should therefore inform market selection without replacing an activity-level establishment review. Our KBLI guide for foreign investors explains why the proposed Indonesian activities must be classified before licensing.

Does a Preferential Tariff Apply Automatically?

No. Indonesian Customs says a preferential tariff requires goods that meet the applicable rules of origin. The importer must also use an accepted form of proof under the chosen agreement.

Origin is more specific than the country where a shipment was dispatched. Customs describes origin criteria, consignment criteria and procedural provisions as distinct parts of the review. Processing goods in a partner country does not settle the question by itself.

Where two agreements appear available, compare the tariff for the correct HS classification, the origin rule and the documentation each requires. A lower published rate has little practical value if the shipment cannot meet its conditions.

What Proof of Origin Is Needed?

Indonesian Customs lists certificates of origin, electronic certificates and origin declarations as possible evidence. It also cautions that the permitted form differs between agreements.

For ATIGA exports, the Ministry of Trade describes Form D as a route for qualifying goods. Indonesian Customs lists origin declarations under selected agreements, including ATIGA, Indonesia-Australia CEPA, Indonesia-EFTA CEPA and RCEP, subject to their respective rules.

Identify the agreement and the destination country for the shipment.

Confirm the product’s HS classification and applicable product-specific origin rule.

Collect production, material and shipment records that support the origin claim.

Check which certificate or declaration the agreement permits and who may issue it.

Confirm that the importer can present the required evidence when claiming the preference.

Transit can also matter. Indonesian Customs states that goods passing through another country must meet the relevant transport conditions to retain preferential treatment.

Notes From InvestinAsia Consultants

Ask for the origin evidence while supplier terms are being negotiated. If the documents will come from another party, assign that responsibility in the transaction plan. Waiting until customs clearance can leave the importer unable to support the intended claim.

How Should a Foreign Operator Evaluate an Agreement?

Start with the commercial route, then test the trade benefit. A foreign supplier selling to an Indonesian distributor has a different operating role from a company importing, holding stock and invoicing customers through its own Indonesian entity.

Our Indonesia market entry strategy guide compares those routes. Read our PT PMA guide if the proposed business needs a foreign-owned Indonesian operating company.

For each product and destination, record the ordinary duty, any available preferential duty, the origin test and the required evidence. Use the current tariff repository and agreement documents for the actual shipment date rather than a general list of treaty partners.

Check import controls alongside that comparison. Our Indonesia market barriers guide explains why product classification, the importer and applicable restrictions need review before launch.

Also Read: What Is PB-UMKU? Indonesia’s Supporting Licence Guide

Connect the Trade Plan to Company Registration

If your business needs its own Indonesian entity to import, contract or operate locally, settle its activity and licensing scope before incorporation. An agreement’s trade preference does not establish the company or authorize every planned transaction.

Review InvestinAsia PT PMA Registration when the proposed route calls for a foreign-owned company. Keep the product-level tariff and origin assessment alongside the company setup plan.

Planning an Indonesian Trading Operation?

Review the company setup path, then check tariff eligibility for your actual products.

Explore InvestinAsia PT PMA Registration

Ask About Your Plan on WhatsApp

References

Ministry of Trade of the Republic of Indonesia.
